Uruguay
Authority and model
Section titled “Authority and model”In Uruguay, electronic invoicing is handled by the DGI (Dirección General Impositiva), through the Comprobante Fiscal Electronico (CFE) regime. Floogos integrates directly with the DGI’s web services: there is no intermediary provider (PAC or third-party platform) involved — the issuer signs and sends its own documents.
Communication with the DGI happens over SOAP with mutual TLS: the same digital certificate (.p12) used to sign the CFE is also used to authenticate the connection, both against the DGI and against the document’s recipient.
CAE-based numbering
Section titled “CAE-based numbering”Unlike other countries in the region, Uruguay does not assign a document number at issuance time from the authority. Instead, the company pre-loads a CAE (a numbering range authorized by the DGI for a given CFE type and series) and consumes numbers from that range as it issues documents, locally and atomically.
This means the CAE must be loaded before any document can be issued: if there is no active CAE loaded for the CFE type and series being used, issuance fails. As the range gets close to running out or expiring, a new CAE must be loaded ahead of time to avoid interrupting invoicing.
Mandatory daily report
Section titled “Mandatory daily report”The regime requires issued CFE to be reported to the DGI through a daily report: a consolidated submission (signed, sent over SOAP with mutual TLS) of the documents issued that have not yet been reported. It is a regime obligation, meant to run once a day, though it can also be triggered manually when reconciliation is needed sooner.
The general VAT rate in Uruguay is 22%. CFE include the VAT breakdown per item according to the applicable indicator (basic rate 22%, minimum rate 10%, or exempt, depending on the type of good or service).
Available nodes
Section titled “Available nodes”| Node | Function |
|---|---|
| DgiCargarCAE | Load a numbering range (CAE) authorized by the DGI for a CFE type |
| DgiConsultarCAE | Query the available numbering balance of loaded CAE |
| DgiEmitirCFE | Issue a CFE consuming numbering from the active CAE, sign and store the document |
| DgiEnviarReceptor | Send the issued CFE to the recipient over SOAP with mutual TLS and process the acknowledgment |
| DgiReporteDiario | Send the DGI’s mandatory daily report of issued CFE |
| DgiConsultarCFE | Query a CFE’s status at the DGI by type, series and number |
| DgiRepresentacion | Generate the printable representation (HTML/PDF) with security code and QR |
Typical flow
Section titled “Typical flow”- DgiCargarCAE — load the numbering range authorized by the DGI (once, or when it gets close to running out). Optionally, DgiConsultarCAE to monitor the remaining balance.
- DgiEmitirCFE — issue the document: consume a number from the CAE, build the XML, sign it and store it.
- DgiEnviarReceptor — send the signed CFE to the recipient over SOAP with mutual TLS.
- DgiReporteDiario — report the issued documents to the DGI (scheduled, once a day).
- DgiRepresentacion — generate the printable representation with QR, for example to attach by email or hand out on paper.
In addition, DgiConsultarCFE allows checking a document’s status at the DGI at any time, useful for reconciling after the daily report.
Credential
Section titled “Credential”All Uruguay nodes use a dgi credential type, with the advanced signature certificate (.p12) and its password, the issuer’s RUT and company name, the default series, and the environment (test for homologation or prod for production).
