Dominican Republic
In the Dominican Republic, Floogos connects directly to the DGII (Direccion General de Impuestos Internos) to issue Electronic Fiscal Receipts (e-CF). There is no certifying intermediary involved like in other countries in the region: the engine itself builds the XML, signs it with the issuer’s certificate, and talks directly to the DGII’s web services.
Integration model
Section titled “Integration model”- Direct, no mandatory certifier: the flow goes straight against the DGII’s services without going through an authorized third party.
- XML signed with XMLDSig: each e-CF is built as XML and digitally signed with the issuer’s .p12 certificate before sending.
- Seed-based authentication: to talk to the DGII, the node first requests a seed, signs it with the certificate, and exchanges it for an access token, which is used both for reception and for queries.
- TrackId: when the e-CF is received, the DGII returns a TrackId, the identifier used to query the final processing result.
- e-NCF: the electronic fiscal receipt number (e-NCF) identifies the document itself, distinct from the TrackId that identifies the submission process.
- 18% ITBIS: the Tax on the Transfer of Industrialized Goods and Services is calculated at 18% on the item value.
When an e-CF becomes valid
Section titled “When an e-CF becomes valid”An e-CF is not valid just by being received by the DGII: reception only confirms the XML arrived well-formed and signed, and returns a TrackId. The document is only considered Accepted once its status is queried with that TrackId and the DGII returns that result (it could also be Rejected, ConditionallyAccepted or InProcess if still being processed).
Available nodes
Section titled “Available nodes”| Node | Description |
|---|---|
| DgiiEmitirFactura | Issues an e-CF Tax Credit Invoice (31) or Consumer Invoice (32); signs the XML, authenticates and performs reception |
| DgiiEmitirNota | Issues a Debit Note (33) or Credit Note (34) referencing the origin e-NCF |
| DgiiConsultarEstado | Queries the final status of an e-CF by its TrackId: Accepted, Rejected, ConditionallyAccepted or InProcess |
| DgiiRepresentacion | Generates the printable representation (RFCE) in HTML with the stamp lookup QR |
Typical flow
Section titled “Typical flow”- DgiiEmitirFactura (or DgiiEmitirNota for a modification) — builds, signs and sends the e-CF; returns the TrackId and e-NCF
- DgiiConsultarEstado — the TrackId is queried until a final status is obtained, especially if issuance did not include the automatic query or the DGII replied InProcess
- DgiiRepresentacion — once accepted, the HTML with the QR is generated to hand the customer their printed or PDF receipt
- The
dgiicredential type stores the certificate (.p12 or private key + PEM certificate), its password, the issuer’s RNC and the environment (test, certorprod). - The Floogos engine validates that the certificate is not expired before attempting to sign and send an e-CF.
- Each issuance node can query the status automatically in the same step (
consultar_estado), or leave it for a later step with DgiiConsultarEstado.
