Panama
In Panama, Floogos connects to the DGI (Dirección General de Ingresos) under the SFEP model (Sistema de Factura Electrónica de Panamá) through a PAC (Proveedor Autorizado de Certificación, e.g. The Factory HKA or another generic adapter). The engine builds the Electronic Invoice (FE) XML, and it is the PAC that authorizes it with the DGI, assigning it the CUFE (Código Único de Factura Electrónica).
Integration model
Section titled “Integration model”- Mandatory PAC: the FE XML is built with the SFEP standard and sent to the PAC configured in the credential, which authorizes it with the DGI.
- Optional issuer signature: if the credential has an issuer certificate (.p12) loaded, the FE is signed locally before sending. If there is no certificate, the PAC signs it for you as part of the authorization service.
- CUFE: every authorized FE receives a unique CUFE that the DGI uses to identify it. That CUFE is the value to save in order to issue credit/debit notes, cancel the document, or generate its representation.
- CAFE/QR: along with the CUFE, the PAC generates the CAFE (Comprobante Auxiliar de Factura Electrónica), the printable representation with its verification QR code.
- 7% ITBMS: the ITBMS tax (Impuesto de Transferencia de Bienes Muebles y Servicios) is calculated at 7% on the value of each item.
When a document becomes valid
Section titled “When a document becomes valid”An FE has no fiscal validity just by being built or signed: it only becomes valid once the PAC authorizes it with the DGI and returns the CUFE. If the PAC rejects the submission, the FE does not exist for tax purposes and the data must be corrected and resent.
Available nodes
Section titled “Available nodes”| Node | Description |
|---|---|
| SfepEmitirFactura | Builds the FE (Internal, Import or Export), optionally signs it and sends it to the PAC; returns the CUFE |
| SfepEmitirNota | Issues a Credit (04) or Debit (05) Note referencing the origin document’s CUFE |
| SfepAnular | Cancels an authorized FE by its CUFE, stating the reason |
| SfepRepresentacion | Generates the printable representation (CAFE) with the verification QR, fetching the FE by its CUFE |
Typical flow
Section titled “Typical flow”- SfepEmitirFactura — builds and authorizes the FE via the PAC; the CUFE is obtained.
- SfepEmitirNota — (if needed) issues a credit or debit note referencing the invoice’s CUFE.
- SfepAnular — (if there was an error) cancels the FE by its CUFE, within the window allowed by the DGI.
- SfepRepresentacion — generates the CAFE with the verification QR to hand the customer their printed or PDF receipt.
- The
sfepcredential type stores the issuer’s RUC and business name, the PAC provider, its access credentials, the optional certificate (.p12), and the environment (test or production). - Floogos validates that the digital certificate is not expired before attempting to sign and send an FE.
- Not every PAC supports cancellation in the same adapter; it’s worth confirming that capability with the configured provider.
